(replace the + with your International Access Code).
Self nomination is allowed (provided you are eligible to nominate) i.e. authors can nominate their own works.
Only works whose first publication in English was in 1998 are
eligible for the 1999 Hugo Awards.
In particular this means that the following are NOT eligible:
Antarctica by Kim Stanley Robinson (first published in England in 1997).
The mini-series From the Earth to the Moon, about the
Apollo space program (broadcast on HBO in the United States) is
eligible as a whole for best dramatic presentation.
The precedent for the series being treated as a whole is that
the Academy of Television Arts & Sciences allowed From
the Earth to the Moon to be nominated in the "Best Mini-Series"
category of the Emmy Awards (and it won).
The entire five seasons of Babylon 5 are NOT eligible as a single
dramatic unit. Individual episodes have already been ruled as
dramatic presentations in their own right, and therefore the series
as a whole is not eligible.
In fact individual episodes of Babylon 5 made the final Hugo ballot
in 1996 and 1997 (some were nominated in 1998 but did not make
the final ballot).
